AZ Ends Hybrid HOV Plate Program
The State of Arizona has finished distributing 10,000 special license plates that will enable drivers in that state to use high-occupancy lanes even when they drive solo. The state's Motor Vehicles Division is no longer taking applications for the program, which began in February 2007.
Only the Prius, Civic Hybrid and Insight qualified for the plate. One eligibility requirement was that the vehicle using the plate had to achieve a 45% increase in fuel efficiency. Plates can be transferred only to vehicles that meet the program criteria. While 10,000 drivers chose to take advantage of the program, an additional 16,000 who were eligible, did not. According to dealers, the plate program did not encourage people to purchase hybrid vehicles, but rather served as a bonus for those who did.
According to sales data, hybrid vehicles are in high demand, primarily due to rising gas prices. The HOV lanes were initiated in the state as a way to control smog. The HOV lanes have not had that effect, but the state is using the lanes to encourage the use of reduced emission vehicles as well. In addition to high occupancy and hybrid vehicles, motorcycles, and alternative fuel vehicles can drive in the state's HOV lanes. In most cases, a special plate is also required.
