Should the Wealthy countries reach out to the "poorer" government to have this kind of cars in their place? I am pretty sure that these countries have other things in mind to their people rather than dealing with hybrid car manufacturing.

Most of the Asian countries don't even bother to think having these cars. They have many other concerns.

Yes, in many but these are on massive sale in Japan.

Many countries already have these hybrid cars but only a portion. I mean, only wealthy people in poor countries can afford this.
