Well, for some circumstances, this isn't true. To lessen the fuel consumption during the run of the car, you can also lessen even if it is running fast at high gear but the accelerator is still low.

Thus, the fuel consumption can also be lessen even if the car's speed is fast.

I think he is just innovative enough to make such decision. For a time, the 60 mph is still fast and he could still ariive at his destination.

This principle is very true and people should act like this to save on fuel.
