Sort of. This bit of urban "wisdom" was tested twice on the TV show
Mythbusters. What they found was that it isn't black-or-white, but a question of speed. Go less than 50mph, and it's perfectly efficient to leave your windows down, because the drag is not that great; but once you hit about 50mph the drag becomes greater and hurts fuel economy.
